For a European founder whose technology is research-intensive, the UAE’s R&D landscape offers genuine opportunity. But the pieces need to fit together in the right order, and the decisions made early have long-term consequences.

Entry structure comes first

Not all free zones are equal for research-intensive companies. The choice of free zone determines IP ownership terms, licensing conditions and in some cases sector eligibility. A healthtech company and a space technology company will not necessarily belong in the same place, and the wrong choice at this stage creates friction that is difficult and expensive to unwind.

Regulatory pathway second

Before committing to a full operating structure, it is worth establishing whether your technology qualifies for a RegLab or Sandbox environment. If it does, that changes the economics of entry considerably. Sandbox Dubai and ADGM’s RegLab both require an application process, and the earlier that conversation begins, the better positioned you are to shape it.

Funding access third

The three main public funding levers are the Dubai RDI Grant Initiative, the Advanced Technology Research Council’s programs in Abu Dhabi, and the Dubai Future District Fund. Each has different eligibility criteria, sectoral priorities and expectations around local research activity. They are not mutually exclusive, but they are not interchangeable either.

Research partnerships run in parallel
